ENVIRONMENTAL SUSTAINABILITY AND HUMAN CAPITAL DEVELOPMENT IN OGONI-LAND: AN EXAMINATION OF THE IMPACT OF OIL POLLUTION ON HEALTH AND HUMAN RESOURCES MANAGEMENT

This study examines the impact of oil pollution on environmental sustainability and human capital development in Ogoni-Land, Nigeria, with a focus on health outcomes and human resources management. Guided by four core objectives, the research analyzes the extent of environmental degradation, assesses its health consequences for local communities, evaluates its implications for workforce productivity and human resource capacity, and proposes actionable policy pathways for integrated recovery. Employing a qualitative, desk-based methodology, the study draws on thematic analysis of secondary data from peer-reviewed literature. The findings reveal that decades of oil spills, gas flaring, and inadequate remediation have severely contaminated soil, water, and air exposing residents to toxic levels of benzene, polycyclic aromatic hydrocarbons (PAHs), and heavy metals. This contamination has led to acute and chronic health conditions. Critically, these health burdens, combined with the collapse of farming and fishing livelihoods, have eroded human capital by reducing school attendance, impairing cognitive development in children, reducing adult productivity, and straining household resources through out-of-pocket healthcare costs. The paper concludes that environmental remediation in Ogoni-Land cannot succeed in isolation. Sustainable recovery demands a rights-based, people-centered approach that treats ecological restoration and human capital development as interdependent goals. The study further recommends that: (i) immediate provision of safe drinking water and mobile health clinics in high-risk communities; (ii) establishment of community-based environmental and health monitoring systems with open-data reporting; (iii) integration of green skills training such as eco-agriculture, renewable energy, and bioremediation into vocational education; (iv) institutional reform to align HYPREP, NDDC, and NOSDRA under a unified human-environmental recovery framework; and (v) mandatory corporate accountability mechanisms that link oil company operations to measurable improvements in community health and livelihoods.
