COMMUNITY INVOLVEMENT AND THE SUSTAINABLE CONSTITUENCY DEVELOPMENT PROJECT IN NIGERIA

Abstract

This study examines the relationship between community involvement and the sustainability of constituency development projects in Nigeria. Despite substantial annual allocations to constituency projects, many fail to achieve lasting impact due to inadequate community participation in project design, implementation, and monitoring. Drawing on Arnstein's Ladder of Participation and survey data from 1,200 community development association members across Osun State, this research employs a mixed-methods design to investigate how community engagement influences project sustainability. The findings reveal that projects with high community involvement demonstrate 68.2% sustainability likelihood compared to those with limited participation. Key determinants of effective involvement include leadership style (β=0.15), project location accessibility (β=0.12), and positive community attitudes toward development (β=0.11). However, significant barriers persist including inadequate funding, time constraints, and weak institutional frameworks for participatory governance. The study recommends establishing mandatory community engagement protocols, strengthening community development associations, and implementing transparent monitoring mechanisms. These findings contribute to understanding how grassroots participation can enhance development outcomes in Nigeria's constituency project system.
